Getting an EIN without an SSN (non-residents included)
The IRS online EIN Assistant requires the responsible party to have an SSN or ITIN. No SSN, no online filing, that's a hard stop. But it does not mean you can't get an EIN. It means you use a slower door.
The fax route
Form SS-4 can be completed and faxed to the IRS with the responsible party's tax ID line marked appropriately. Non-U.S. founders forming U.S. LLCs do this every day. The IRS processes faxed applications in roughly one to three weeks; international applicants can also apply by phone through the IRS international line.
The form itself is where mistakes happen, entity details, the responsible-party section, and address formats trip up applicants regularly, and a rejected fax application costs weeks, not minutes.
